True except for the name! It was CARL A. Neracher.

The bike in the photo on the right was built at Kingston on Thames, England, and is now part of the Science Museum collection at Wroughton.

Further to the details of the bike shown, it's a relatively late model, and as well as having the usual 2-stroke Ner-a-Car friction drive with 5 ratios, it has a chain-driven magneto and steel flywheel, rather than the brass flywheel magneto system that was fitted to earlier models. It SHOULD have a single gas light at the front and rear. The early bikes had a 4-volt lighting coil within the flywheel magneto system. ALL Ner-a-cars have hub-centre steering.
