The cost of providing power was passed on to the customer. Meters to measure amounts used had to be carefully engineered not to impede flow. Initially for both gas and electricity, the bill was based on the number of lights that the customer wished to have, and the length of time they were on. Now the bill is based on power supplied, and priced to cover generation, distribution and supply as well as income to shareholders and other business costs.
